The project was conceived to be carried out in five phases: Preliminary studies (concluded); Equipment and basic engineering development (in execution); Implantation; Operation in a demonstration regime and Commercial operation. The beginning of the power plant's implantation phase is predicted for the 2nd semester of 1996 and its entering into commercial operation for the year 2001.
The current phase of the works is being coordinated by the Ministry of Science and Technology and executed by ELETROBRÁS, CHESF, CVRD, SHELL and CIENTEC, which form the project's Directing Council. Financial support has been granted by the Global Environment Facility - GEF, which is an international fund for the support of environmental projects. Its resources are administered by the United Nations Development Program - UNDP, which is technically assisted by the World Bank - IBRD.

At ELETROBRÁS, the project is being coordinated by the Directory of Planning and Engineering, with the support of all the others Directories and its Legal Department.

The process and equipment development was carried out by TPS - Termiska Processer (Swedish) and by Bioflow (Swedish-Finn) which worked with different gasification concepts (low and high pressures). The TPS technology was selected for this first power plant. The General Electric (North-american) adapted the LM-2500 gas turbine to the low calorific value gas produced. The project is being detailed by the national engineering company Jaakko Poyry Engenharia - JPE.
